For thousands of years Inusagi had a royal head of state that was led by the Chief or Chieftess. Each Chief or Chieftess was selected from one of the five main noble families. This was tradition and each of the five noble families had a link to the royal history having at least one member of each house providing a royal head of state. The last Chieftess that was selected was Kya Nevvi of the House of Nevvi who reined until 6 BBY before being massacred by rebels who were fighting against the Empire.
Even though Inusagi no longer has a royal head of state the five families of the Great Houses of Inusagi still hold great influence over what the government does. They are revered to many in the world as people look to them to represent their home world.
